From Exclusion to Access: Transforming Cancer Insurance at Scale in Pakistan

Standard health insurance policies often fall short when it comes to cancer care, particularly excluding high-cost treatments such as targeted therapies. This leaves patients with significant financial gaps despite being insured, limiting access to the most effective and modern treatment options.
Through our partnership with Jubilee General Insurance Company, we are addressing this gap by enhancing existing health insurance products rather than creating new ones. By embedding Roche’s Patient Support Program “UNMOL” within these policies, targeted therapies (previously excluded) are now being brought within the scope of coverage, making advanced cancer care financially accessible.
This model enables comprehensive cancer coverage for over 3 million policyholders from day one, with strong potential to scale further. It represents a fundamental shift from partial financial protection to true treatment-enabling insurance, redefining the role insurance can play in improving cancer outcomes at scale.
